In addition to Stewart's comment, speed bumps aren't used much anymore as drivers just speed up in between them, which is bad for pollution and safety. It would still be quicker to go down Ravenswood with speed bumps than go past the lights so I doubt it would solve the problem. Road closures as suggested might be annoying at first but would solve the problem of speeding through traffic and people would get used to the lesser problem of going the long way round
